Early Warning System: Is There One?

When CRC member Loren Ericksson confronted the Director about the status of the Early Warning System in June, Rosenthal's reply was there was not a specific database or file system to look at. In July, Ericksson again requested information and Rosenthal told him "talk to me later." (He told Portland Copwatch privately that he didn't want to comment on the EWS before reviewing it himself, still not explaining his refusal to describe the system.)

During the Mayor's process that led to the IPR's creation in 2000, the Work Group proposed that the review board should review the EWS. The proposal was rejected on a tight vote after the Portland Police Association convinced a few people that the EWS was working just fine.

The IPR has had this issue as an allegedly high priority for its nearly three years of existence now, and yet there is still no public report or explanation of how the EWS works.
