The Portland Alliance reported on the Rose City Copwatch (RCCW) flyer offering a bag of groceries for a picture of Officer McCollister, who shot Kendra James last May and returned to duty in early February. The piece, on the cover of their March issue, noted that not everyone in the progressive community was comfortable with the flyer.

Meanwhile, Portland Police Association President Robert King expressed his "outrage" at the "tone and content" of the flyer in the PPA's newsletter, the Rap Sheet (March 2004). "This group does not deserve to be recognized," writes King. He says the flyer was "put out by an illegitimate group so-called Rose City Copwatch [sic]." He calls the poster "inciteful," which many people think is an actual word, but he probably means "inciting." (The TV news showed Chief Foxworth making this same mistake, referring to the RCCW's April 11 follow-up poster featuring both McCollister and Sery as "insightful." Hey, maybe that is what they mean.)

King calls the flyer "vigilante" in nature, and quotes the Mayor, who called the flyer "appalling" and the Chief, who said RCCW should be "ashamed." However, the posters (which, we should be clear, were done by RCCW, with whom we are not affiliated) called for the use of cameras to hold the police accountable. There is nothing on them calling for violence. It was the police and the media who linked taking pictures with making threats.
